    It is an area with access to care issues or a lower dentist for dentistry: patient ratio. For example, in New England, where I am from, while most of Massachusetts is flooded with dentists, we can't find enough young dentists who want to be in Western Massachusetts. It is locations like this and northern Maine and New Hampshire.
